PM generally are chubbier than Mattel dolls. I think if you make an outfit for the PM dolls, they should still fit the Mattel ones without being terribly loose. Someone correct me if I'm wrong.

Ashley's Mommy would be correct, sew for your PM as they are just slightly chubbier, and it will fit a mattel. The other way round is too much of a gamble.

I have two PM dolls. I'm curious -- if I want to sew clothes for a Mattel doll, how terrible will the difference be to use them for sizes? Or should I just use a Mattel doll when I get one?

I don't think there's much of a difference in size. I've never sewn ANYTHING what so ever for a doll so my opinion may not be the best one to go by, but I have put PM doll clothes on a mattel doll and they fit, vice versa.
